Business Opportunity Program

The Business Opportunity Program of the Northeast Ohio Regional Sewer District provides procurement opportunities to minority-owned, women-owned, and small businesses, thereby contributing to the economic health and vitality of the region.


The program focuses an economic impact in the geographic area it serves. In this way, our customers have a greater opportunity to do business with the District, resulting in job and business growth for the local business community. Bringing new companies into the District’s procurement process enhances our competitive bidding process and it helps get the greatest value for the money it spends.

We are currently accepting applications for the Business Opportunity Program. Businesses across 12 counties may be eligible, including MWSBEs in Ashtabula, Carroll, Cuyahoga, Geauga, Lake, Lorain, Mahoning, Medina, Portage, Stark, Summit, and Trumbull.

Prevailing wage compliance

About LCPtracker

Our LCPtracker system is a paperless, online system for entering certified payrolls. Rather than submitting paper Prevailing Wage forms, contractors will enter/submit all payrolls, fringe benefit statements, and apprentice certifications into this system. All project-specific wage rates and classifications will be online, and the contractor will choose specific rates and jobs from a menu.

Electronic Submittal of Certified Payroll

Contractors and every lower-tier subcontractor are required to submit certified payrolls on a weekly basis online through LCPtracker. When a contractor is awarded a NEORSD project, NEORSD will set up the project in the LCPtracker system and provide the prime contractor with a log-in and password. In addition, subcontractors will be assigned log-ins and passwords.

This paperless submittal is not optional. Paper payrolls submitted will be returned, and the contractors will have to enter them into the online system to ensure payment of submitted invoices.

Sign Up for Wage Rate Information and Updates

This free information is provided by the Ohio Department of Commerce, Bureau of Wage and Hour Administration.  Registering will give you access to the current prevailing wage rates for the State of Ohio, sorted by county or craft. It will also send automated emails when there is a change in wage rates for classifications. You will need to create a free account.
