Industrial Pretreatment Program (IPP)
In addition to wastewater from homes and commercial facilities, NEORSD also receives wastewater from industrial facilities. Industrial wastewater may contain pollutants that are not typically found in the wastewater from a home. The acceptable amount of these pollutants in the wastewater from an industrial facility is limited by the Clean Water Act (CWA). Some categories of industries have federal regulatory limits for these pollutants. These limits are referred to as Pretreatment Standards. The Environmental Protection Agency (EPA) has required NEORSD to establish an Industrial Pretreatment Program (IPP) to monitor industrial discharges and insure that Industrial Users are complying with the federal standards. As a part of the IPP, the EPA also requires NEORSD to develop our own set of local pollutant regulatory limits. These limits are specifically designed to protect our local facilities. These regulatory limits are generally referred to as local limits. The EPA has delegated NEORSD the authority to enforce both the Federal and local standards.
The purpose of the NEORSD’s Pretreatment Program is to regulate the wastewater discharge from industrial facilities subject to Federal Pretreatment Standards and requirements to accomplish the following:
- Prevent the introduction of pollutants into the NEORSD wastewater treatment plant that could interfere with treatment operations.
- Prevent the introduction of pollutants into the NEORSD wastewater treatment plant that might not receive adequate treatment in the Sewerage Treatment Plant, and which may pass through the system into the receiving waters or the atmosphere or otherwise be incompatible with the system.
- Improve the opportunity to recycle and reclaim wastewater and sludge from the system.
- Protect the general health and safety of the wastewater treatment plant, employees, and the environment.
