Cleveland | September 2, 2011 - Following its recent 30-day public comment period, the Northeast Ohio Regional Sewer District is proposing additional changes to Title V, the section of the District's code addressing the Regional Stormwater Management Program, and is also proposing modifications to the related Stormwater Fee Credit Policy Manual.

Both documents [listed at right] will be posted for a new 30-day public comment period. All comments must be received by October 3, 2011.

On July 25, 2011 the District mailed proposed modifications to Title V to Member-Community officials and other interested stakeholders. In that mailing the District proposed changes at Chapters 6, 8, and 10 and indicated that the revisions to the Stormwater Fee Credit Policy Manual would be provided for a separate 30-day comment period. The comment period for the Title V changes proposed in July ended on August 25, 2011. The District received four comments and provided applicable replies.

The District is proposing two additional changes in Title V at Chapter 7 Section 5.0705 (a) and (e) to revise the existing exemption for Public Road Rights-of-Way to include airport runways and taxiways and to remove the exemption from Stormwater Fees for airports owned and operated by Member Communities.


The District is also proposing revisions to the Stormwater Fee Credit Policy Manual as necessitated by proposed changes in Title V at Chapter 8. The changes address the increase in Stormwater Quantity Credits to 75% and the potential for qualifying account holders to receive a 100% ormwater Fee Credit.

Customers may comment on the proposed changes to either document by providing written comments by Monday, October 3, 2011 to Director of Watershed Programs Frank Greenland at 3900 Euclid Avenue, Cleveland, Ohio 44115. The District will review all comments received and make necessary adjustments to the proposed changes for the Board¿s consideration at its Thursday, October 6, 2011 meeting.
